On 19 October, 2022 the President of the Russian Federation issued Decree No. 757 “On the measures taken in the constituent entities of the Russian Federation in relation to the Decree of the President of the Russian Federation dated 19 October, 2022 No. 756”.
The Decree introduces special legal regimes in the following territories:
Highest response level regime – Lugansk People’s Republic, Donetsk People’s Republic, Zaporizhzhia Oblast, and Kherson Oblast;
Medium response level regime – the Republic of Crimea, Krasnodar Krai, Belgorod Oblast, Bryansk Oblast, Voronezh Oblast, Kursk Oblast, Rostov Oblast, and the city of Sevastopol;
Increased alert regime – constituent entities comprising Central and Southern Federal Districts (except for constituent entities where the medium response level is introduced);
Basic alert regime – other constituent entities of the RF.
Each regime implies that the officials (executive bodies) of the constituent entities exercise certain powers and measures, provided for by the present Decree. Detailed description of such powers and measures is provided below.
The list of particular measures, timeline, details, and procedure for their implementation shall be stipulated by resolutions of the supreme official of the RF constituent entity with consideration to the present situation and risks emerging in the respective constituent entity territory.
