Exceptions for Individuals, Branches, Permanent Representative Offices, and Other Separate or Independent Structural Subdivisions of Foreign Companies from the Special Procedure for Repayments on Deposits

On August 04, 2026, the President of the Russian Federation signed Decree No. 550 “On Amending the Decree No. 95 of the President of the Russian Federation dated March 05, 2022 “On the Temporary Procedure for the Execution of Obligations to Certain Foreign Creditors”.

Pursuant to the amendments introduced, Decree No. 95 has been supplemented with a new paragraph 121, which stipulates that the special procedure for the performance of obligations does not apply to deposits held by:

• foreign individuals;

• branches, permanent representative offices, and other separate or independent subdivisions of foreign companies, provided that they are registered in the territory of the Russian Federation.

Accordingly, payments concerning such deposits may be made under the general procedure without applying the “C”-type account mechanism.

Additionally, the Decree provides for the possibility of receiving funds in RUB that were previously credited to the “C”-type accounts during the period from June 01 to August 04, 2026, thereby granting the relevant foreign creditors direct access to these funds.
